Euphorbia characias ssp. wulfenii

This short-lived evergreen perennial or sub-shrub has erect stems surrounded by whorls of grey-green leaves, and topped eventually by unfurling flowerheads of lime green. It's an architectural and impressive plant, as long as you avoid its milky irritant sap.
