Mild weather in many parts of the country means that new growth is starting early;  it may be slightly risky to cut down perennials like penstemons now, in case there are hard frosts later on, but if you leave  about 15cm of the old topgrowth it may help to protect them and it will prevent too much new growth at the top of stems from growing away.
