Hebe ochracea 'James Stirling'

Hebe 'James Stirling' is a dwarf spreading shrub, an evergreen with olive green scale-like leaves close to the stems.  At first glance you'd guess it was a heather, or possibly a dwarf conifer, but it's a very unusual 'Whipcord' form  of New Zealand Hebe. Grown well, it produces a neat small mound of foliage topped with small, white flowers; if it is unhappy, it straggles miserably.
