Aeonium 'Zwartkop'

Aeoniums are really grown for their dramatic succulent foliage like the reddish-black leaves of this cultivar Zwartkop'- but they do produce small yellow flowers in spring.  Although they resemble sempervivums they are not hardy, so are better in containers where you can give them winter protection  - unless you live in a really mild part of the UK (these are at Ventnor Botanic Garden).
