Try a hot air weeder

Weeding seedlings from gravel can be messy if you handweed or hoe, and if you don't want to use a weedkiller then heat is a good alternative - but a flame weeder can easily damage plants that overhang a path, so in these situations (such as here, where Valeriana officinalis seeds itself thickly into all the narrow paths) a hot air weeder can be very useful, slowly scorching the young foliage and killing the seedlings without any collateral damage.
