There is still time to plant tulips; if you haven't yet cleared space in your borders for them, try planting them in shallow aquatic baskets. The tulips begin to grow in the baskets in spring and are then planted in the soil where they are wanted, and dug up to again after flowering. This means that you don't have to put up with dying tulip foliage in your border, you can put them out of sight behind a shed or elsewhere and let the foliage die down naturally to feed next year's flowering.
